Introducing the Journal of Education Finance and Law!

Going into the 2025 volume year with 50 years of history, the Journal of Education Finance is expanding to become the Journal of Education Finance and Law through the Education Law Association. The Journal of Education Finance and Law is committed to advancing scholarship at the intersection of education, finance, and law to support and strengthen public education at all levels, from K-12 to higher education. We envision a future where equitable funding, sound legal frameworks, and progressive policies create thriving educational institutions that serve all communities. Through rigorous research and informed discourse, the Journal seeks to empower educators, policymakers, and legal professionals with the knowledge needed to navigate complex financial and legal landscapes, ensuring accessible, high-quality public education for generations to come.

Edited by Jennifer Sughrue, the inaugural issue focuses on trending topics in education finance and law and is now available online on the Scholarly Publishing Collective (where the full issue is free to access until October 1, 2025) and on Project Muse. Articles include “Artificial Intelligence: Legal, Ethical, and Policy Implications for Higher Education” by Philip T.K. Daniel, Patrick D. Pauken, and Mounir Rafik; “One Law Unites Them All – Until Someone Needs to Pay for It: How Much Funding is Enough for Special Education?” by Chris Needham; “Internal Equity: Analyzing Fluctuations in Salary Differences within Public Education in California Over Time” by Jacob D. INCOMING EDITORS

Jennifer Sughrue: Beginning with the transition to the Journal of Education Finance and Law, Dr. Jennifer Sughrue became co-editor-in-chief with Dr. King Alexander with Volume 50, Number 1. Sughrue is a Professor and Program Coordinator in the Department of Leadership, Counseling, and Human Development at Florida Gulf Coast University. She earned her PhD in Educational Leadership at Virginia Polytechnic Institute and State University. Sughrue has authored many articles, book chapters, and presentations, as well as holding leadership positions for the Education Law Association.

F. King Alexander: For Volume 50, Number 2, Dr. F. King Alexander will be joining Dr. Jennifer Sughrue as co-editor. Alexander is a Professor of Educational Leadership at Florida Gulf Coast University. He has held leadership positions at several universities, including as president of Louisiana State University, California State University, and Oregon State University. He earned his PhD in Higher Education Policy and Leadership at the University of Wisconsin-Madison, and a Master of Science from the University of Oxford, England. Prior to serving as the co-editor, he served as the higher education editorial board director of Journal of Education Finance since 2020 and has written and edited many books and articles, including: “The Impact of Federal Funding on State Budget Priorities: Public Higher Education Operating Budgets and Medicaid,” “Realigning Federal and State Financing Policies for Community Colleges,” “Hard Policy Lessons from 50 Years of Federal Direct Student Aid Policies,” “Maintenance of Effort: An Evolving Federal-State Policy Approach to Ensuring College Affordability,” “Vouchers In American Education: Hard Legal and Policy Lessons from Higher Education,” and “Private Institutions and Public Dollars: an Analysis of the Effects of Federal Direct Student Aid on Public and Private Institutions of Higher Education.”

EDITOR EMERITUS

Kern Alexander: From the first available issue on Project Muse, Volume 35, Number 1, Summer 2009, to his final issue, Volume 49, Number 4, Spring 2024, we thank former editor Dr. Kern Alexander for his many years as editor of Journal of Education Finance. Alexander received his EdD in Educational Administration from Indiana University. His research interests include elementary, secondary, and in higher education administration, finance, and law. He has worked extensively as an expert in state school finance litigation.
